whig inglés. Miembro de la Cámara de los Comunes, se unió a los opositores a las políticas pro francesas de
Carlos II. En 1678 estuvo convencido de la veracidad del
complot papista inventado por Titus Oates y en 1680 encabezó la lucha en dicha Cámara para excluir al hermano de Carlos, Jacobo (
luego Jacobo II) de la sucesión. Después de que Carlos disolvió el parlamento (1681), continuó asociándose con disidentes whigs. En 1683 fue acusado de participar en el complot de Rye House para asesinar a Carlos. Los cargos nunca fueron probados, pero Russell fue encontrado culpable de traición y decapitado.
